ግጭትን  በቅድሚያ በመከላከል ፈጣን ምላሽ የመመለስ ባህልን መዘርጋትና የሰላም እሴቶችን ማጠናከር የሚነሱ ግጭቶችን ወደ ሠላም መቀየር፡፡

የከተማው ሕዝብ  ግጭት መጠራጠር ወደ ሰላም ሆነውና ማንነታቸውና ዲክራሲያዊ መበብቶቻቸው ተከብሮላቸው ና የሕግ የበላይነት ተክብሮና ሠላም ሰፍኖ ልማታዊ ዜጋ ሆነው ማየት ነው፡፡

Suspicion of the conflict of the people of the city is to see them as peaceful and developmental citizens with respect to their identity and democratic values and the rule of law and peace.
